Double nine (九九, jiǔjiǔ) sounds like 'eternal eternity' — imperial power doubled by time. Eight (八, bā) transforms this eternity into prosperity (发, fā), while two (二, èr) reminds: good things come in pairs. Number of those who build dynasties, not just wealth.
